Brian Higgins is a lifelong resident of South Buffalo. He earned his undergraduate degree in political science at Buffalo State College and an advanced degree in Public Policy and Administration from Harvard University’s John F. Kennedy School of Government. Higgins was an instructor in the History and Economics departments at Buffalo State. Higgins then served on Buffalo’s Common Council, before becoming a member of the State Assembly from 1999 through 2004, until he was elected to Congress. Higgins and his wife Mary Jane have two children, John and Maeve.
